










Rebecca O. Britanico, a Local Government Operations Officer VII is currently the Officer-in-Charge of the Albay Provincial Government Operation Office of the Department of the Interior and Local Government Region V, located at the 3rd Street, Regional Center Site, Rawis, Legazpi City.
She has been in the department for more than 3 decades of excellent service starting from Local Government Operations Officer II, City/Municipal Local Government Operations Officers in different Cities and Municipalities of Albay, then became a Cluster Head of the Cluster II of Albay comprising the Ligao City, the municipalities of Daraga, Camalig, Guinobatan, Jovellar, Pioduran, Oas, Polangui and Libon

Isang magandang makakalikasan pagbati sainyong lahat!
Na imbitahan po ang aming tanggapan ng PMEC (Provincial Monitoring and Evaluation Committee) ng Probinsya ng Albay upang sumagawa ng pagsubaybay at pagsusuri sa isang napakagandang proyekto ng Albay Provincial Environmental and Natural Resources Office (PENRO) ang pagtanim ng Bakawan (Mangrove) sa Brgy Pawa at Tayhi, Tabaco City. Itong rin proyekto ay katangian sa Gender and Development sa dahilan na mga kababaihan ang naging direktang benepisyaryo nito.
Maraming katanungan kaming itinanong at mga magagandang aral na isiniwalat sa mga kababaihan at kasama din ang ibang kalalakihan. Bukod sa nakaktulong sa paglaganap ng mga isda at ano pang uri ng kabuhayan sa karagatan at ang pag giging hadlang nito sa mga pagtaas ng alon at bagyo, ano ba ang naging karanasan ninyo sa buhay na may roon na bakawan? Kung mawawala po ito ano ang gagawin ng mga kababaihan?
Isiniwalat din ang kahalagaan ng isang grupo ng mga kababaihan sa usaping pagogobyerno sa barangay, tulad ng pakikibahagi nga mga proyekto ng barangay, magiging tinig ng mga kababahian, magsisiyasat at pagsusuri ng mga proyekto at marami pang iba. Subalit di po nagtatapos ang mga tungkulin ng isang magiting na mamamayan sa pagiging tinig, kundi sa tamang pag aksyon, pagbibigay buhay at paghihikayat ka kawpa para malunasan ang pagkukulang sa kabuhayan.

The Department of the Interior and Local Government successfully concluded the 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗦𝘆𝘀𝘁𝗲𝗺 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗥𝗼𝗹𝗹 𝗢𝘂𝘁 (𝐁𝐈𝐌𝐒) from December 2-5, 2025, at the DILG Region V Training Hall, Legazpi City, Albay.
This activity aims to streamline processes and improve data management across local government units and promote the development of digital systems to enhance governance and service delivery even at the barangay level
The activity brought together barangay secretaries from the province of Albay, along with their respective DILG field officers and staff. The comprehensive training workshop featured discussions and hands-on walkthroughs on the system, led by esteemed resource speakers Jayson Aguilar (ISA-Camarines Norte), Gerard Labalan (ISA-Sorsogon), Rafael Revoltar (ISA-Albay), and Jholo Jamoralin (ISA-Masbate), focusing on practical applications such as uploading and importing barangay data and information on the various integrated subsystems of BIMS. Technical support was also provided by Kyle Bernard Salameño (ISR), from RICTU-DILG Region V.
The event was attended by key DILG officials, including OIC Provincial Director Rebecca O. Britanico, Cluster Heads Maria Cecilia V. Del Puerto and Amaline R. Colina, Program Manager Susan Emce Santiago, and other DILG Albay officers.
Through this activity, the office reaffirms its utmost commitment to harnessing the power of digitalization to drive efficiency, innovation, and citizen-centric governance in the province of Albay, ultimately enhancing the quality of public service and improving the lives of its inhabitants.










3-Day Infrastructure Audit Training for Resilient and Safe Communities Successfully Concluded in Legazpi City, Albay | November 4–6, 2025
The 3-Day Provincial Training Roll-Out on the Infrastructure Audit Program for Resilient and Safe Communities successfully concluded in Albay, spearheaded by the Provincial Government of Albay through the Provincial Disaster Risk Reduction and Management Council (PDRRMC), in partnership with the DILG Albay Provincial Office and Bicol University. The activity aimed to strengthen the technical capacity of Local Government Units (LGUs) in assessing the safety, resilience, and sustainability of local infrastructures.
On Day 2, participants learned about the Infrastructure Audit Process and Accomplishment of the Local Infrastructure Audit Form through Engr. III Jerome Paul Labayo of DILG V. The highlight of the day was the field exercise, where participants, grouped into four teams, conducted actual infrastructure audits on the Albay Astrodome, APSEMO, Annex Building, and the Albay Capitol. The day concluded with the processing and presentation of results from the field assessments.
On Day 2, participants learned about the Infrastructure Audit Process and Accomplishment of the Local Infrastructure Audit Form through Engr. III Jerome Paul Labayo of DILG V. The highlight of the day was the field exercise, where participants, grouped into four teams, conducted actual infrastructure audits on the Albay Astrodome, APSEMO, Annex Building, and the Albay Capitol. The training wrapped up on Day 3 with the presentation of group outputs, a technical session on Engineering Solutions for Building Resilience led by Engr. III Armando T. Tanael Jr. of DILG V, and Action Planning facilitated by the training team. The event ended with the Awarding of Certificates and Closing Program, marking the successful culmination of the 3-day capacity-building initiative.
Through this program, the Provincial Government of Albay, together with DILG V and Bicol University, reaffirms its commitment to advancing local resilience and good governance by empowering LGUs to build safer, stronger, and more sustainable communities.































Cluster Office is a unit in the provincial office which is divided into two (2) clusters:
Cluster I is headed by LGOO VII Ma. Cecilia V. Del Puerto and compose of 9 LGUs namely, Legazpi City, Tabaco City, Manito, Rapu-Rapu, Sto. Domingo, Bacacay, Malilipot, Malinao and Tiwi.
Cluster II is headed by LGOO VII Amaline C. Colina and composed of 9 LGUs namely, Ligao City, Daraga, Camalig, Guinobatan, Jovellar, Pioduran, Oas, Polangui and Libon.
